The $22 a month ElevenLabs Creator plan is the tier most people should be on, and most of the confusion around it comes from one question nobody asks until after something ships. Can I use this commercially? On Creator, yes. On the free plan, no, and ElevenLabs is explicit about it.

Professional Voice Cloning is the headline upgrade over Starter. Instant cloning works from 1 to 5 minutes of audio. Professional cloning wants 30 minutes minimum and ElevenLabs recommends closer to 2 to 3 hours for the best result, per its Professional Voice Cloning guide. The catch that matters for agencies is that you can only make a Professional clone of your own voice. Not a client's, not a colleague's, even with consent.
The 30 custom voice slots cover instant clones and voices you've saved from the library. A solo marketer won't fill them. The single Professional slot is the real limit, and it's the same on Pro at $99.
What 121,000 Credits Actually Buy
ElevenLabs bills everything in credits from one pool, so the plan's value depends entirely on which products you lean on. These are the rates as of our August review, and they hold as of September 1.

Twenty thousand words of narration is a lot of ad reads. Six hours of transcription is a month of client calls for most solo operators. The number to watch is dubbing, because a single 10-minute dub at the high setting eats most of the month on its own. If dubbing is the main job, Creator runs out fast and Pro's 600,000 credits are the honest answer.
One pool, no walls. Voiceover, transcription, music, and dubbing all draw from the same 121,000 credits. Heavy use of one product silently shrinks your allowance for everything else. Check the usage meter before you queue a dub.

Starter is the right call if you need the commercial license and not much else. A few ad reads a month, an occasional transcript, done. Creator is where you land the moment you want your own cloned voice on client audio or you're transcribing calls every week. Pro only earns its price when you're regularly out of credits or you need 44.1kHz PCM output through the API. Team seats don't arrive until Scale at $299 a month.
ElevenLabs Commercial Use Rules, in Plain English
The pricing page compresses this into two words, "Commercial License." The ElevenLabs help center and the terms of use spell out what those two words mean. Here's the version you can act on.
- Paid plans include a commercial license. Starter, Creator, Pro, and up. Output you generate on a paid plan can go into client work, ads, monetized video, paid courses, and sponsored podcasts.
- You own your output. Section 4(c) of the terms says you retain all rights in and to your Output. ElevenLabs keeps the models, you keep the audio.
- Beta features are excluded. Content generated with Beta Services can't be used commercially or in a production environment, even on a paid plan.
- The free plan has no commercial license. ElevenLabs says it "cannot be used for any commercial purpose." If you publish free-plan output anywhere, you have to put "elevenlabs.io" or "11.ai" in the title.
- Timing counts. Content created outside a paid subscription, before you upgraded or after you cancelled, can't be used commercially. The license attaches to when the file was generated, not to your account today.
- Music and sound effects have their own rules. ElevenLabs describes its music as cleared for broad commercial use, with rights that vary by subscription tier. Sound effects are royalty-free for paid subscribers only.
- Cloning needs rights. Section 4(g) of the terms bars creating Output you don't have the rights for, and Professional clones are limited to your own voice.
The cancel trap. If you generate a voiceover on Creator, cancel, and then regenerate the same script on the free plan to fix a typo, the second file has no commercial license. Keep the paid plan running through the last revision, and keep a record of when each file was made.
Who Should Pick Creator
- Solo marketers and creators producing voiceovers or narration every week.
- Agencies transcribing client calls with Scribe. Six hours a month covers most one-person shops.
- Anyone who wants their own voice on client audio. The Professional clone slot is the reason Creator exists.
- Podcast and YouTube producers who monetize and need the license to be airtight.

- Teams. Creator is one seat. Scale at $299 a month is where seats begin.
- Heavy dubbing. Pro's 600,000 credits is the floor for regular multi-language video.
Verdict
Creator at $22 a month is the plan for most marketers. 121,000 credits, a Professional clone of your own voice, and a commercial license that holds up in client work.
Drop to Starter at $6 if all you need is the license. Light voiceover and the occasional transcript don't justify the jump.
Never ship free-plan output commercially. It's the single most common way people get ElevenLabs wrong, and the fix costs $6.
